I have always understood the Rambam's position as permitting removing pe'at ha-rosh with a scissors even le-hat'hilah - see Avodah Zarah 12:6 http://www.mechon-mamre.org/i/1412.htm#6 (he does not begin discussing pe'at ha-zakan until the next halakhah). I recognize that others do not understand the Rambam that way, but I do not know why.

I agree. They may both be authentic portraits, although I have my suspicion that the one from that Baltimore congregation was posthumous since, and I could be wrong, the charcoal style does not look mid-19th century to me.
