Simon, it's from Lowth's "Lectures on the sacred poetry of the Hebrews." The edition this is from is the 1829, notes by Calvin Stowe, pg. 364 (this excerpt is from Stowe). The passages are Isaiah 13:21, and 34:14.The Hebrew, by the way, is from the entry Lilith in Tishby by Elijah Levita.
