BTW, He did submit a doctorate and it was tentatively accepted with the condition that he make a few changes which he never re-submitted. One could say that he did not get it on a technicality.
Similar thing happened with HaRav HaNazir zt"l. He submitted his doctorate and if was a few pages short of the required length. He refused to pad it in order to get the title so it was never accepted.
