R. Meltzer's Wiki bio indicates that he had ties to both the Mizrachi and "Lithuanian" camps. The story of his semicha is also interesting, with echoes of Shadal's: "When the communal leaders [of Slutsk] resolved to appoint him as their rabbi, Rabbi Meltzer wrote to his teacher Rabbi Chaim Soloveitchik and to Rabbi Yechiel Michel Epstein, author of the Arukh HaShulkhan, asking them to send him the necessary affirmation. Rabbi Epstein immediately mailed him a letter of semicha, while Rabbi Soloveitchik made do with a brief telegram that simply bore the words, 'Yoreh yoreh, yodin yodin.'"
I was there at the Levaya. A long delay as the Tahara was only done after arrival at the cemetery. Not long afterwards I was present in tg the Zichron Moshe Shul in J'm when Rav Yitzchok Herzog started a Hesped but was no allowed to finish. My earlier encounter Rav Melzer is told in my book "A Treasure of Letters" published by Israel Book Shop in Lakewood.
