Looks like a 'hairy' hat over her hair, i.e. immitation. Where in the world did you find this. I've tried searching for things like this. Would like to know.
There, I found it. The caption reads "An unidentified woman wearing a shaytl (wig), Polotsk, Russia (now Polatsk, Belarus)," the photographer is P. Bruks and the photo was taken circa 1880. It's from the YIVO archives.
I have a similar picture, similar vintage (1870?), of a woman I think is my step-great-great-grandmother We actually have two pictures of her, one as a young woman and one as an old woman, both with the same hair as far as we can tell, which leads us to think she's wearing a sheitl.
